Borough releases comprehensive public rate study to provide residents with information on proposed changes.
At its September 28, 2026, meeting, Ford City Borough Council heard the first presentation of a proposal to update the Borough’s water billing structure. The proposal follows an extensive review of the Borough’s water system, operating expenses, infrastructure investments, and current billing practices.
The proposed changes are intended to establish a more equitable billing structure, better align charges with actual water consumption, and ensure the long-term financial sustainability of the Borough’s water system.
A key component of the proposal involves reevaluating the Borough’s current 3,000-gallon minimum billing structure. The review was prompted in part by feedback from residents regarding how water bills are calculated and whether the current structure fairly reflects individual water usage.
Public Rate Study Now Available
In an effort to promote transparency and ensure residents have access to the same information being presented to Council, the Borough is releasing a comprehensive public water rate study.
The study explains the Borough’s current billing practices, examines the financial and operational needs of the water system, and outlines the proposed changes and the reasoning behind them.
No final decision has been made. The September 28 presentation was the first step in Council’s consideration of the proposed billing changes.
Residents are encouraged to review the study to better understand the proposal, the financial challenges facing the water system, and the potential impact on their water bills.
